Behind the chain-link fence, he stands amidst the intricate graffiti painted across the old building walls. Behind these fences, Graffiti Alley is the one area in Baltimore, Maryland where graffiti is legal. The artwork is constantly changing, since artists frequent the site as a way to express themselves.
