In this photo, Chaleigh Craft held a replica of the original flag that George Washington--a respected general at the time--requested all United States vessels to fly while at sea. This was prior to the country's official declared capacity as a nation; however, "the people" knew something was happening. This was prior to the creation of the office of President of the United States.
