From Flap to Character

Walking on the 17th street, I heard the flaps of the US flag on the top of my head. It was moving intermittently as if to point at the other flag standing on the top of the Eisenhower Executive Building and across the street. So I caught them both: one shouting its stripes and the other showing them.
