Sally- As Elvis also speculated, this image is probably High Dynamic Range (HDR). Basically it's exposing the same composition multiple times and blending it together, revealing details that would otherwise be lost in a normal image's shadows or highlights. For instance, if I'm correct, a normal camera would have been unable to capture the dimly lit posters at left without overexposing the lights at center. Although this sort of digital darkrooming makes images "altered" in Smithsonian's contest, the effect can be very subtle. Indeed, I perfer HDR as a method to restore what the human eye saw in a scene- your eye has higher dynamic range than a camera!

How does this qualify as "altered"? I guess I don't follow the definition. I can see why the "dancers" pic is altered, but why this or the Havana one?

One of my preference for photography is to take pictures of walkways that are vacate of people. This is beautiful, lighting and all.

Andrew Ellis's angular view and definitive use of light, green background and amber tones of brick curves show ruff texture with a definitive whimsical point.

It is surprising to see that this is an American city. Nice sense of mystery and grit.

Perfectly captured, I never would have guessed that this would be found in the U.S. The lighting gives it a spooky look.

Well I have never been there but it looks kinda like the Diagon Alley XD so where do I buy some dragon cubs, Mr. Andrew?

I have been to this place and that has to be at night and HDR. This has a good gritty feel and the colors are just vibrant enough. Nice work and voted for.
