Equal, At Least On Paper
A joint resolution for an Equal Rights Amendment to the Constitution passes in the United States Senate, with a vote of 84 yeas, 8 nays and 7 not voting. The previous October, the House had passed the resolution with a vote of 354 yeas, 24 nays and 51 not voting. The ERA is sent to the state legislatures for ratification, but it fails to be approved by the necessary 38 states.
